A Note from Our Founder
In my previous career that spanned 24 years, largely in sex offender supervision, my role evolved from a street level officer to a supervisor, trainer, mentor, mediator, motivator and overall problem-solver. It became much less about compliance and more about defining growth. I began to dig deeper into the “why” of sexual offending and become increasingly collaborative and creative in helping people move towards making real long-term behavior change with real world solutions.
The pandemic hit everyone hard, I was no different. I still believed in my personal vision however, working largely remote offered new challenges to myself and those involved in the treatment process. People were left without the necessary support, solutions and structure that I became accustomed to providing. Thus, I began to think of new ones to help…bigger ways. Better ways. More meaningful ways. It led me to focus on my next chapter…and that’s what began to consume me. I loved my job, but I wanted to do it bigger and better. I was inspired.
I began to spend my spare time brainstorming and figuring out a way to reach more people, with even better outcomes…with the knowledge I had, the connections I had made and the passion that still burned to help everyone affected by sexual abuse.
I spent two years thinking of the best way to help….and eventually BHG Consulting was born, and I was ready for my next chapter.

Beth L. Hoel
After nearly 25 years of service with the Maricopa County Adult Probation Department (MCAPD) which included her holding positions as a presentence screener, Adult Probation Officer and Supervisor in the Presentence Investigations and Sex Offender Divisions, Beth Hoel retired and formed her consulting company, BHG Consulting Group. BHG provides consultation to attorneys, clients, and their families regarding the justice system specific to sexual offenses and provides in-depth, quality mitigation reports to the Court on all types of criminal cases. Beth also provides training and education on the effective practices of sex offender risk management. With a belief in taking a holistic approach to sexual abuse cases, Beth works with families to address and heal trauma and rehabilitate the offender when possible. Beth is passionate about the justice system, especially the specialized area of sexual offenses and works to improve the system from all aspects with a goal of making the next generation a healthier one where fewer are impacted by sex crimes.
As an Adult Probation Officer, Beth held a sex offender caseload for the duration of her time in the field prior to her promotion to probation supervisor in 2008. For more than fourteen years Beth held the position as supervisor in the Sex Offender Division of MCAPD which oversees the supervision of more than 3000 sex offenders in Maricopa County. She led a unit consisting of both Intensive and Standard Probation Officers who utilized the Offender Screening Tool (OST), the Field Reassessment Offender Screening Tool (FROST), the Static 99R, the Sex Offender Treatment Intervention and Progress Scale (SOTIPS) and the ACUTE to identify risk, needs and interventions. She is trained to utilize the STABLE assessment, score the Static 99R assessment and developed and trained staff on a variety of sex offender topics, including the Sex Offender Community Notification Assessment.
She is trained in Effective Practices in Community Supervision (EPICS II). In her position, Beth collaborated with treatment providers to develop the Introduction to Sex Offender Treatment (ISOT) curriculum and training. She served a variety of families who have been impacted by a member of their family on probation for a sexual offense and has successfully navigated them through the reunification process in collaboration with treatment providers and officers. She ensured the results of the stacked assessments accurately and effectively drove case plans and supervision strategies and were utilized to guide recommendations when writing presentence, probation violation reports and memoranda to the Court. Beth led the team from MCAPD when the early termination criteria was developed in Maricopa County in collaboration with stakeholders. In addition, she oversaw the risk assessment scores guide decisions regarding what additional testing and treatment interventions were necessary to enhance community safety and aid positive behavioral change within the offender.
Beth received acknowledgement in the white paper, “A Five-Level Risk and Needs System: Maximizing Assessment Results in Corrections through the Development of a Common Language,” managed the SOTIPS grant for MCAPD from 2012-2017 and serves on the Governor’s Commission to Prevent Violence Against Women. Throughout her years of service, Beth built a network of contacts and excelled at collaboration throughout the entire justice system. Beth has a Bachelor of Arts Degree in Sociology from Arizona State University.

We spend sufficient personal time with our client in order to prepare mitigation which includes conducting a thorough investigation using interview skills developed from a unique insider perspective of the criminal justice system. We delve into the bio/psychological history of our client to identify potential mitigating factors that should be presented as well as presenting the personal story of our client. We interview relevant witnesses which could include family members, friends, co-workers, therapists, teachers, clergy and others who may have important pieces of information relevant to our client’s life experiences and can provide important supporting mitigating evidence. We identify the need for experts in areas such as neuropsychology, neuro-biology, psychology, risk assessments and mental health evaluations and provide resources for substance abuse and social service programs. We highlight the implications of trauma, abuse, neglect, disability, substance abuse, and mental health issues to support arguments and assist in finding appropriate experts to support mitigating factors. Legislative Action
In 2024, with the help of Senator Bolick, I drafted AZ Senate Bill 1630, outlining the creation of a ground-breaking Sex Offender Management Board in Arizona. Beth is relentless in the fight for best practices in regards to sex offender supervision and treatment.
For those of you who know me, bringing oversight, transparency and accountability for how sex offense cases are managed, supervised and treated in Arizona has been a goal of mine for years. Several years ago I discovered some states managed sex cases with experts weighing in on how these cases are managed and they made recommendations to the legislature and even created uniform standards for these cases based in research. If you worked with me in the sex offender division of the Maricopa County Adult Probation Department where I was a manager for 14 years, you knew and saw me carrying a binder to every meeting I had with judges, probation chiefs and any chance I got, I talked about establishing a sex offender management board here in Arizona. In the binder were the standards created by the sex offender management board out of Colorado and was hundreds of pages on how to address these cases from the presentence phase to how to supervise, treat and an early termination process for sex offenders, all written by a board of experts. Colorado is considered the gold standard of sex offender management across the country and many states over the years have adopted the Colorado model.
I talked to Senator Bolick who was Representative Bolick at the time. The first time she ran this bill, it went nowhere as I could not testify, nor could any of my colleagues at MCAPD, nor could contracted treatment providers because Maricopa County forbid it.
Fast forward a few years, I am now retired, former Representative Bolick is now Senator Bolick and once again sponsored this legislation. Senator Bolick, you have forever changed the landscape in Arizona criminal justice by sponsoring and working so hard to get this legislation passed. Thank you for caring about good policy for individuals convicted of sex offenses, children and victims and for wanting transparency and accountability in government. It is my hope with this bill passing, the nature of how sex cases are managed and handled in Arizona is finally addressed. How sex cases are managed in Arizona has been occurring in darkness and secrecy for decades, which ironically is exactly how sex offenses can occur.
Thank you to all of the members of the Arizona House and Senate in Arizona who voted for SB1630 and to the governor for signing. Only four House members voted against this bill and the bill passed the Senate without a single vote against it. A special thank you to Representative Alexander Kolodin and Senate President Senator Warren Petersen for your work and support on SB1630.
Thank you to my colleagues now retired from MCAPD who helped contribute and testify on this bill and thank you to my colleagues, psychologists and specialized sex offense therapists who contributed and testified at the legislature in favor of this bill. I want to thank my colleagues in the State of Colorado for answering every call and email I had as we worked on this bill. This is good policy for Arizona children, families and victims of sex offenses. I am grateful.
Senate Bill 1364:
Beth was asked to weigh in on probation reform in Arizona. Arizona is a state with county probation, not statewide probation making it difficult for individuals on probation in this state to transfer their probation to another county even if they have employment opportunities, caregiver responsibilities and even own a home in another county. Beth assisted in the crafting of SB1364 and sponsored by Senator Bolick which allows any individual on probation to transfer their probation to the county in which they can prove they own a residence, have caregiver responsibilities and/or employment opportunities and it places timelines on how quickly probation must act. This is positive probation reform in Arizona for those on probation supervision who no longer get trapped between county probation department’s in Arizona with little to no recourse. SB1364 passed the Arizona House and Senate in a complete bipartisan manner without a single member voting no! It was signed by Governor Hobbs and will become Arizona law.
